What point-buy should they use?
Should they go by the NPC creation rules here?
Should it depend on the point-buy of the PC using the feat?
I'd use the heroic point-buy for cohorts but not the followers. Cohorts are a bit sturdier (just in terms of their levels alone). Followers might all well be NPC classes but cohorts are often regular PC classes or monsters. So using the heroic buy for the cohorts makes sense, while using the regular buy for the followers helps to separate the men from the boys, so to speak.
When a PC in my campaigns takes Leadership I allow them to make the Cohort with the same method they used to create their PC. This matches the fact they are using a Feat, in my mind a huge thing. I let usually let them choose the class also except where I have a good story line for them.
The lower level folks usually don't get stats unless they are gonna be pivotal in a game, which they usually are not. Tending to stay at camps, keeps and doing other things than out adventuring.
