But in the NPC Gallery (pg. 275) in the GameMastery Guide, the level 15 Master Monk has Greater Trip and a 10 Int. Is this a mistake in the NPC entry or a change in policy?

The way I read the rules, the monk does not need to meet the prerequisites only if he selects a feat as a bonus fest. Greater Trip is not available as a bonus feat, so the monk needs to meet the prerequisites. I have heard other players say (complain?) that the pregenerated characters do not always adhere to the rules. Oddly enough, a sixth level monk might take Combat Expertise as a bonus feat, but the same monk might not be able to take Combat Expertise at seventh level because s/he does not meet the requirements.
Here is what the SRD says:
"Bonus Feat: At 1st level, 2nd level, and every 4 levels thereafter, a monk may select a bonus feat. These feats must be taken from the following list: Catch Off-Guard, Combat Reflexes, Deflect Arrows, Dodge, Improved Grapple, Scorpion Style, and Throw Anything. At 6th level, the following feats are added to the list: Gorgon's Fist, Improved Bull Rush, Improved Disarm, Improved Feint, Improved Trip, and Mobility. At 10th level, the following feats are added to the list: Improved Critical, Medusa's Wrath, Snatch Arrows, and Spring Attack. A monk need not have any of the prerequisites normally required for these feats to select them."
