Should Wizards / Sorcerers have access to natural spell

Homebrew and House Rules

Was just thinking should a wizard or sorcerer that specializes in polymorphing and shape changing have access to the natural spell feat?

Scarab Sages

I have always thought so, but many GMs don't.

So long as they're not trying to learn spells while shape changed I don't see how they're any different.
