Why does a bicorn hat cost 50 gold? Because the people who want one are willing to pay 50 gold for it, so that's what the hatters charge.
There's an interesting effect in economics called "snob goods", where certain goods are actually more popular if they're more expensive. It's possible that the fact that the hat is amazingly expensive is one reason why it's bought and worn.
