Caltrops and Gnome Magic Rules Questions

1. Caltrops: are they reusable under the rules of organized play?

2. Gnome magic
"Gnomes with a Charisma of 11 or higher also gain the following spell-like abilities: 1/day—dancing lights, ghost sound, prestidigitation, and speak with animals." (PFSRD)

Does this mean the gnome can do each of these once per day, or the gnome can do one of them in a day?

I wish there were a rules forum within the organized play message board, for the specific rules differences in organized play.
