adamant entertainment has a pdf called fell beast vol 2 that has deadsoul elementals in it. they are close. and the pdf is available here:

Might be easier to work them up as a template one slaps onto a normal Air, Earth, Fire or Water elemental. Add some negative energy / undead themed abilities (such as disease infliction), and go with it.
Conjure one up from the breath of dying men or a mist creeping over a plague camp or graveyard soil or a pool of blood (or water in which many men have drowned) or the fires of a funeral pyre or crematorium, and you should be good to go.
