Thanks to the miracle of Biological Weapons agents for the South are able to destabilize the North - staving off war with the North by assassinating Lincon and his Presidential Staff at a Dinner Party with the gift of Tobacco and Sugar laced with Anthrax. Within a week the Executive branch is wiped out along with Lincon's Supporters.

In the dark just before dawn, a small water craft bumped into the river bank. A small figure jumped ashore and hurriedly moored the boat securely to the foliage next to the rippling water. Two more figures pushed a wide plank on to the bank, and secured the other end to the boat’s railing. Now was the time of the beginning of the American Civil War. Lincoln was already dead, and the growing population of this terrible new world needed a demonstration of who was truly their rightful master.
A figure stood up from the water craft's dark inner sanctum. He straightened the ornate silk robes about his person, placed one silk-shoed foot on the gang plank, and then stopped. With a quick look around, he boldly strode on to American soil. Sun Tzu, the greatest Chinese war leader, had been reincarnated by the imperial order of high-court magicians. After returning to this life, the sitting Chinese Emperor had commanded Sun Tzu to sail to America, and crush all who opposed him. He was to then proclaim this new world as sovereign domain of China, and bring to heel the hasty ambitions of any other nation, whether it be American, British, Spanish, or French.
Sun Tzu's mind was at piece. The sun was rising, and the misty dew of morning swirled about his feet. He knew exactly what to do, and soon this land would be his.

The Belgians and Dutch establish Strong territorial assets in Africa from which they export Slaves to the Confederacy. The Confederacy increases it's Slave Population to a million Slaves (many of whom are owned directly by the State and employed in public works).
Along the Colorado and Missisippi Rivers Dams, canals, and locks are constructed to divert all that water flowing into the Gulf into the Deserts of Texas, Arizona, New Mexico to irrigate on a scale never seen. All surplus river water is now used up in Agriculture (including increased fodder production for Cattle).
This brings substantial wealth to the Confederacy as well as the Dutch and Belgian Slavers in Africa. They are soon Joined by Germany.
For a substantial financial gratuity the Government of Mexico allows the Confederacy to construct their proposed sea wall linking Florida to cuba to the Yuchatan.
The Confederacy begin construction of Sea Walls from Florida to Cuba to Mexico in a bid to reclaim the Gulf of Mexico as land. Effectivly it will Triple their power and Resource base going into an early Oil Age.
Along the mile wide Sea Walls Windmills and Slave powered Pumping Engines pulling Seawater from the Gulf.
So there is a tide of Slaves fleeing into Union Territory to the point where there is an Anti African Backlash in the Union. They complain that the CONFED isnt doing anything to stop the tide of Africans pouring into the north and the CONFED argues that Union Abolitionists are financing and aiding in the problem.
Racism increases in the Union until the Union citizens talk about shooting Africans crossing the border into the north. The Poor working class are up in arms because northern farmers are paying the african labourers in little more than food and shelter.
To increase the problem in the North the CONFED dumps Sick and Infirm Slaves by their thousands right on the Border with the North and simply looks the other way as they flee into Union Territory.
The Union closes its borders to Escaping Slaves.
Thanks to the Slave Trade, The Western European Union is founded (Made up of the three slaver states: Holland, Belgium, and Germany) and begins Mechanising it's Warmachine.
The British in light of the rising Military crisis in Europe (who have strong economic ties to the CONFED), aligns itself and Canada with the Union States of America Forming the Commonwealth.

I personally think that slavery would have died out as an institution due to economic reasons if the civil war had not been fought. Still the movie sounds interesting now I'm going to have to find it.

As it does in the movie. Racism however is so deeply entrenched that the President kills himself over allegations that he is in fact black, with light colored skin.
