Is there some master list of abilities for creating your own races and how they would effect that races CR or LA or such?
Say you wanted to make a Human but it has wings and that was the only difference from the standard.
Also When creating a new race if you pice its type or group. Does each group have its over CR mod or something?

Well there have been guidelines in 3.5, which according to me were epic failures. Whenever a book with rules is made for creating races iwth CR / LA people run through the book looking for ways to exploit it and make the most powerful viable playable race imaginable.
Human race with just wings would not be advisable in my opinion, you better get the CR up by one rank or switch out abilities so you can justify the extra perk. Common sense is and always will be key to a well balanced game, which is what CR and LA are about, not necesarily what I think that your game should be.

It's not an exact science. Your best bet is to compare what you want to accomplish to existing races, and maybe let others have a look at it.
Say you wanted to make a Human but it has wings and that was the only difference from the standard.
According to many schools of thought on the matter, that's a race not suitable for standard campaigns right away.
The ability to fly is huge. That's why normal characters usually gain the ability before 5th-level, and have to wait until 9th before they can gain a fly speed for more than a short while.

There is no fixed CR modifier for creature types, though it sure does affect the critters' CR, as different types gain different saves, skill points, BAB and HD. Still, only the final result really counts (while outsiders get a pretty sweet deal and fey don't, an outsider with no magical abilities and crappy ability scores will be inferior to a fey with great ability scores and several great abilities, even if they have the same number of HD).
The Bestiary (/PRD) has guidelines for monster creation and advancement which show what CR you can expect depending on monster type and number of HD and what the basic stats should look like depending on CR.
