There no "official" guidelines, but there is what's called the acid test. Just compare a given spell against what's already established. Would you use that spell over any other? What if you added a level to it?
Just remember, damage is the one thing among spells that's constant. If a potential spell does more damage, even to fewer targets, it probably needs adjusting.

Yes... Paizo would prefer that you don't publish such kinds of work on these boards. They really don't want the legal hassle.
For the most part, there aren't a single set of rules you can apply to every spell. Those spells were written at different times by different authors with varying amounts of attention paid to issues such as balance. Some of them you can use just as is. Others need to be adjusted to the rules differences between 3.x and Pathfinder.
And others should be avoided like the plague.

most spells can be used as written. Polymorph and it's ilk got a major overhaul (in a good way, I keep telling myself) and that's really about it. Anything that mimics a combat manuever requires generating a CMB check for the spell, but you can just look at Telekinesis for a guideline.
My group uses Spell Compendium very often, but I wouldn't call those spells as a whole broken. People still use magic missile over the orbs so I've got no worries, plus he bad guys get to use these spells as well. As such my group is the one that gets to tell me what is or isn't fair.
