It seems to mean you have to have that ablity. So it would work as it does for your class.
Blame this one on salvatore as well. Not that I myself mind but it'll drive somefolks nuts :)
If you have to have the ability what is the point of the feat? I really dont see any benefit gained.

I think what it is trying to say is the figurine improves beyond the basic magic item stat block.
Anyone can have a figurine and summon it to attack for you or whatever. But it has the basic animal stats. A druid or ranger who has the magic item can also summon and have it attack as well.... just like anyone else.
A Druid or Ranger with this feat can summon the creature... and it's stats are in every way the same as the animal companion that the figure represents. If the animal dies it goes back into figurine form for a while before you can summon it again.
