Specialty Arrows as Specialty Bolts

I've been reviewing the rules on the different kinds of specialty arrows (from Elves of Golarion and the Adventurer's Armory) and I've found specific references to "this item also exists as a bolt" on some, but not all of the arrows. So I figure, RAW, most of these specialty arrows cannot be bolts.

Am I wrong?

If I'm not wrong, would there be any real serious balance concern about letting those arrows exist as bolts?


No major balance issues. Pricing should be the same or thereabouts. A dedicated crossbow-wielder can ramp up to a decent rate of fire through Rapid Reload and other abilities. Go for it.

I created the arrows in "Elves of Golarion" and that didn't stop me from stripping out the flavor and turning a few into bolts for a crossbow using PC. Not saying I'd do that for an official supplement but I didn't have a problem in my own campaign.

I really should check them over for balance before hitting submit but I don't have the book in front of me... :)

Generally the Crossbow is considered the poorer option when given a choice between it and a bow.

If you do not have a problem with a special arrow... (with the bows FAR greater rate of fire) ... then there should be no balance issue I can see just making it a crossbow bolt instead.
