For an assignment, my students are making a Pathfinder website about their Storval Plateau campaign. They plan to include photos of their 'characters';miniatures they are using to represent the personalities and classes they created. They also asked about using artwork from other sources. I said that they would not be able to do so without permission.
Two questsions:
1. Was I correct? If so, how would they go about getting permission to use artwork for their site? If I am not correct, what should I tell them?
2. can anyone recomend good/free webpage building sites/software. We are trying Wix.com for now, but if there is something better/easier than I would like to take a look at it.

Wordpress.com is my recommendation. I use that for my company's website. Simple to use and free. If you use the visual editor, you don't need to know any HTML (great for starters).
If you want to host your own site, you can download the software at Wordpress.org and customize the CSS to their own liking. This makes it good for increasing the difficulty as your students get better with the web languages.

I recommend Google Sites. It is very easy to use and all you need are Google ID's to get started.
Art in the Community Use Package and art posted on the Paizo blog (other than photos or images from the Planet Stories articles) are covered under the Community Use Policy. The CUP allows you to re-use and post such artwork but you are limited in what you can do with the art. For instance, you can rescale the art to a larger or smaller size, but you can not crop it or change the colors etc.
Art from "other sources" though would not be covered under the CUP and yes, permission would technically be required for posting. However, if this was a private site open only to your students, I suspect you wouldn't really have to worry too much about that, but that's up to you to determine.
As Ross said though, it would be helpful to read through the Community Use Policy.
