Can you delay gaining a feat if the pre-req is gained on an even level.
Example: needing 4 BAB at level 6 and leaving your level 5 feat empty until 6 when you meed the requirement
By RAW, no. But it won't break the game if you allow people to delay for one level, epecially if you get them to specify the feat first.

Or, we could offer some insight as to why it's disallowed by RAW and let the DM decide if he wants to "Rule Zero" the idea - much easier to do if he gets that insight first.
Essentially, some of what goes into feat design is figuring out when characters can actually get the feats. Setting a requirement of BAB 4 basically says "Nobody but fighters can get this feat until 5th level, fighters can get it as a bonus feat at 4th level".
Which is:
1. How the designers want it.
2. A bit of a class advantage for fighters.
Now, a DM could hand-wave this rule and allow delaying feats. What are the pros/cons:
Pro: all classes can get some feats a little earlier, when this rule is applicable.
Con: it allows some feats to be learned a little earlier than the designers felt was ideal.
Pro: the character who does this actually weakens himself for a whole level by ignoring a benefit of that level (he could take a useful feat but instead he takes no feat).
Con: it slightly weakens the fighter by dissolving a (minor) advantage the class has.
Pro: it's more fun! (I assume it this because the OP is here asking about it, so someone in his game wants to do it).
All-in-all, looks like more Pros than Cons.
I'd say do it if you want, but be aware that it's a houserule.

FWIW, our group allows this. Mainly because we use to create characters of various levels, and it lessens the headache (otherwise, it would be like creating a first level guy and levelling him several times). The GM has final say, though, because there are builds where it's not realistic (like waiting 12 levels to gain all your feats because you need 3 stat increases to meet the prereq).
