The name of the AP book you are looking for is "What lies in Dust" and is part of the CoT AP. The PrC is 14 levels in total and... I can't claim to be impressed by it honestly. As PrC's built for an organization goes, it's the standard fare that only develops in one direction and doesn't account for the numerous types of members that are known to exist in the various factions of this organization.

It is not OGL as it is tied to the setting.
Actually, the Hellknight's mechanics and rules content IS open. The vast majority of our rules content is open. What's not open is the rest of the article that talks about the role Hellknights play in Golarion.
Something like a hellknight is VERY tied to Golarion, but since the rules are open, there's nothing stopping anyone from including the hellknight prestige class in any other open content product (as long as it follows all the normal rules for OGL products). They wouldn't be able to talk about how hellknights function in Cheliax, though. They'd have to contextualize their helliknight in the framework of their own world or a truly generic setting.
Note also "OGL" doesn't mean "you can post the contents anywhere you want." Even if you post them to a website, you'll need to comply with the rules of the OGL and that means presenting the OGL on your website with all the proper attributions to sources (in this case, Pathfinder Adventure Path #27, "What Lies in Dust").

To date... only two monsters (the deep crow and the couerl) are not open. ALL other rules content (including all other monsters, all feats, all prestige classes, all spells, and all magic items) are 100% open.
You just have to be careful about including world-specific elements if you use them is all.

That is classy and helpful to the degree that it is counter-intuitive and I forget it moments after every time I read you say so. That's a compliment. In today's IP environment, to share, or offer as building-blocks any content is an amazingly unusual act. My compliments to Paizo.

Hmmm...that seems kind of odd that it hasn't made it out onto a website somewhere then. Either that or my search-fu is weak.

Correct. The guys at Penny Arcade specifically asked us NOT to make the Deep Crow open content, and we only paid the estate of van Vogt for a one-time use of the couerl and thus couldn't make it open content. Basically... both of those monsters are protected by copyright.
Monsters from the public domain, such as the shoggoth or morlock, though, are inspired by literary sources but since they're public domain, we were able to make them open content.

Websites that just reprint open content and don't offer up new additional open content are sort of not playing by the rules and/or don't understand the point of open gaming, though... so maybe it's not on a website somewhere then because of that? (seems doubtful... I blame internet laziness)

Probably not...I seem to remember they also have 'Mind Flares' all over the place, and I know they aren't open.
As for the Hellknight, I turned it into the 'Judge' PrC in my campaign. Lord Manthalay Meravanchi is a member.

Where can i find a reference to this PrC? I know it's from one of the APs, but not sure which one or where I might find it outside of buying the AP book. It's not on d20pfsrd.com, so any help would be appreciated.
