A Ranger(now Level 2) in the game i'm mastering found a very young wolf.
I tried to use the young template twice on an ordinary wolf in order to create a baby wolf ending up in a dex-monster with a real good reflex save.

Has anybody suggestions or tips on how to create this baby wolf?
Dex 23 seems not appropriate for a clumsy little baby wolf still drinking milk.^^

Honestly, a wolf that young would pose so little combat threat that I wouldn't even bother statting them up. It's a baby--it doesn't have the strength to do any kind of real damage, and a single hit is likely to kill it.
If you really need stats, I'd suggest just using the stats of a cat and removing the claw attacks. I'd probably even assume the wolf pup doesn't have Weapon Finesse either... it's not exactly "RAW" to have a creature with no feats, but it doesn't make much sense for it to be able to do very much at all, I can't imagine it's old enough for the type of coordination a proper attack entails.

Use the normal dog statblock if they are big enough to be a threat.
Templates are more for large creatures... a young t-rex or a young bullette work well.
Edit: The YOUNG template is for large creatures, not all templates!

Ok, had to get that out of my system.
Seriously, we talking like wolf pup here? Like, less than 6 months old? Template won't work for that, just wing it.
For the most part what you ended up with looks ok but, as you said the Dex needs to drop by a good 10 points or more. A full grown wolf only has a Dex of 15. A clumsy still growing pup isn't going to be higher than that and certainly not higher by that much.

I think i just roleplay the little puppy until he's old enough to use the dog stats and then switching to "normal".
P.S. The next session it will leave a "present" in the backpack of the ranger. ;)
