WotR 1-4E Question

Hi! I'm currently playing Wrath OP Scenario 1-4E: And the Boys Would be Calling. The scenario's text is "Characters at other locations cannot play cards or use powers during checks."

I am playing Raz. Her special ability says: "When a character at another location encounters a monster, you may bury a card that has the Mount trait to slow that character to evade that monster; you may then move to that location and encounter it."

Can Raz "ride to the rescue" during this scenario?

I believe Raz would be able to, because it's at the start of an encounter, not during a check.

Hmmm, Freudian slip?

It would be appropriate for the theme of 1-4 titles. (Or Girls ... anything goes in RHPS, right?)
