I am currently playing a venerable sorcerer (witch archetype) with a few polymorph effects available to her.

Now, being venerable, I suffer a -6 penalty to all my physical ability scores. Does this penalty carry over should I polymorph into a younger form, such as to transform into a young man? If I can't transform into a creature of a different age category, then it really limits a transmuter's ability to disguise himself. Or are the penalties lifted temporarily since I am now transmuted into a young man?

What if I cast form of the dragon 1? Medium dragons are hardly up there in the age categories.

My GM has already ruled on the matter. Now I'm just asking out of curiosity.

Yes, those penalties do still apply. In 3.5 they did not carry over but now they do since polymorph modifies your physical scores instead of replacing them. You can look any way you want so you are able to disguise yourself but the spell can only give you so much muscle mass.
