Protection From (X) - Who gets the save?

The various Protection From (X) spells all list a Saving Throw, ie Protection From Evil, Saving Throw: Will negates (harmless).

The question is, who gets that save? Is it the attacker attempting to bypass the protection, or the recipient if he chooses to refuse the effects of the spell?

The recipient of the spell is the one who can choose to make a save, like other buff spells.
