I was DMing a session a few days ago. The players had defeated some bandits, but one was trying to escape. He was about 200 ft. ahead of the monk, on horseback moving at full movement rate. The monk player wanted to use his turn to run at full speed, and about 40 - 50 feet away from the fleeing bandit, he wanted to leap and grapple him to knock him off the horse. So essentially, run 150 ft., leap the last 50ft. and tackle the bandit on the horse. I am not sure, but I thought that when you are running at full speed (in this case normal movement is 50ft. x 4 = 200) you could not also attack that round. Any suggestions how I should resolve this?

The lack of Search in the PRD drives me nuts. grumps.
Anyway:
Grappling (which is what this sounds like) is a standard action. You can't run your full speed and then take a standard action.
If he can move 200 ft as a move action then he can use the standard action to try and jump the guy, though.
His best bet, sadly, is to- when within range- make an attack against the -horse-. The horse probably has fewer HP and AC and is alot easier target. Even a well aimed non-lethal attack can probably take out the beast, leaving the rider suddenly moving at 30ft a round again.
Charge
While he can't charge and grapple, he can charge and attack.. the horse.
Or charge and bullrush the rider. While bullrush would probably be difficult to do without the Imp. feat for it, if successful it would knock the rider 5 feet away from the monk... and presumably off the horse. The rules are silent (so far as i can tell- please feel free to correct me) on whether or not you can bullrush someone off their mount. I feel there should be some sort of penalty involved but at least it gives you a place to start.

He wouldn't be able to do the leap + attack that round, but he could move adjacent to the horse & rider so that on the next round the rider would have to either stand and fight or provoke an AoO. On the AoO, I'd suggest using Stunning Fist on the horse. :D
