1. Does Countersong counter the Suggestion spell?
By RAW, if you're referring to the casting of the spell, then "yes" (it's a language-dependent effect so obviously based on sound). If you're referring to the on-going condition, then "no" (once the suggestion is given, the subject follows it without additional input from the spellcaster).
2. Can Telepathic Bond be used to communicate Inspire Courage?
By RAW, "no". The effect requires that the subject hear the effects, not "think" them. I certainly wouldn't allow it or I'd have players using the message cantrip every minute of every day (which they already do!?) and saying that they are using a bardic effect over that link.
It's easy enough to say that the magical link cannot convey magical effects... (Think crystal ball, for example. Does it give you line-of-sight to the target area? Of course not.)

We're running into an interesting situ in game tonight and I'm looking for other folks opinions.

Yes. Countersong works against [language-dependent] spells and Suggestion is a [language-dependent] spell.
2. Can Telepathic Bond be used to communicate Inspire Courage?
Hmm. That's a tough one. It says that for bardic music with audible components that the targets must be able to hear the bard, and if you can speak through telepathic bond, I don't see why you couldn't also sing through it. It depends on whether "hearing" someone in your mind counts as actually hearing them. I would allow it, but you should definitely ask your DM on this one.

1. Yup, according to the RAW. It's a language-based spell, so you can coutnersong the command. (I would think, however, someone already commanded wouldn't be affected by a countersong since the "attack" is over)
2. I don't see why not. You need to be heard if there's an auditory component to your performance, I would think a voice in the head qualifies. (You might need to "compromise" and use Perform: Oratory rather than Perform: Instrument, but other than that...) Of course, unless you have some snazzy, snazzy telepathy, you're reducing the number of people you can affect, no?

Hmm that would be an interesting ruling. Not sure if it falls into the realm of 'ambiguous rules lead to ingenuity" or "houserule" though.
That is to say:
If you have the bond with someone you can choose to use Inspire Courage to them through the bond.
Or you can chose to do so audibly in range.
But not both at the same time, and to switch between them would cancel the effect for the one you stopped and require a new use of the ability.
(basically the same as stopping one round and starting again the next round).
Not sure it's "imbalanced" given the level of Telepathic bond.
