Can a witch or I guess their familiar scribe scrolls? How does that work? I just keep having this vision of a black cat sitting there with glasses and a quill writing up some scrolls. I don't know if this was brought up in the play test or not but I was really wondering.

Witches are arcane casters. Take Scribe Scroll Feat and scribe away.
Familiars are not arcane casters. Neither are Spellbooks, which is what Witches use them as.
