What would the trigger be for boots of teleportation? We have a situation where someone is trying to use them in an area of silence. If it is a spoken command word, he is out of luck. It it is some heel click like wizard of oz, he's ok.

The PRD states "usually use activated or command word, but details vary item to item."
That line means the that the creator must specify the activation when the item is created. If they are random loot, the DM specifies. If they are player crafted the player chooses the method of activation. Once chosen the method can't change.
So a player who chooses a somatic based activation over a verbal activation could use them in an area of silence, but couldn't use them if their legs were bound.

If the player is making them, that player can set their own means of activation. Such as stomping down on one heel perhaps.
They were generic store bought boots of teleportation.
See? This is why I always buy the expensive name brand (sewn in africa by child labor) boots of teleportation. That last pair cost me an extra 30,000 gp but they teleport for me with no action at all!
