At one point, the kingdom management rules DID have rules for spending Build Points to hire lower level adventurers to go take care of problems, but we had to cut those rules for space, unfortunately.
I'm thinking about issuing a short web enhancement (which might end up only being a sticky thread in these forums) that adds that information plus a little bit more in as well once the rules are out.

Mass Combat rules aren't going to be out until Pathfinder #35 first of all. But you COULD put anything in charge of an army; all that matters is that their HD + their Cha mod is higher than the army's CR that they command, basically. And you'll need the commander's Charisma modifier handy. That's all you need to know about an army commander.
Out of curiosity, why HD + Cha mod instead of either Level + Cha mod or CR + Cha mod? I've never understood why some things reference HD and others reference level/CR. It always seems to me that basing things off of HD invites abuse (in this case, a low HD creature with a high CR and lots of abilities).

Probably to account for something like having a Stone Giant being your general. If it was level + Cha it would never be able to lead anything.

Also, the rules are probably created with PCs in mind, and the Pathfinder assumption is that PCs are core races where HD = level. CR would be one less for PCs and 2 less for NPCs, and since PCs may be employing NPCs to martial their armies for them, setting it at CR instead of HD adds an extra handicap to the situation. That's my guess, at least.

Hmm. I remember there was quite a kerfuffle about the Larazod 'cutting room floor' blog, because it was initially posted without Paizo's usual editing/continuity error checks. :-?
Then again this would be mostly technical stuff by the sound of it, which is probably already okay (or at least until the optimisers get their hands on it... ;) ).| Zurai |

CR is a very bad idea, because CR is a metagame concept that (theoretically) PCs should have no awareness of. Since they're going to be building armies, though, they need to know for sure that the guy they're having lead the army can actually handle it. Thus, it needs to be a stat that is measurable and relevant in a non-metagame fashion.
That leaves level and hit dice. It's certainly logically possible for, for example, bind an Outsider or bribe a monster to act as commander for an army. If it was based on class levels, that would never work. Plus, it makes no sense whatsoever for a Solar to be incapable of leading anything but a small army (whatever its charisma alone can handle). If an Archangel was walking the earth at the head of an army, you can be damn sure people would flock to that banner and he would know exactly what to do with them.
So, hit dice makes the most sense.

I was oversimplifying things when I said "HD + Cha mod." It's a bit more complex than that, and it's also still in development/design, so I apologize for being confusing.
In any case, a messageboard post is probably the best place for this type of stuff. The kingdom rules are VERY new, and I fully expect that once we get a few thousand players tinkering with them that some unanticipated things will turn up. I'll be there to FAQ the rules up on these boards, in any case.

Besides - they're usually a bit under the radar - so *any* of those buildings could be a Pathfinder Lodge - particularly the C shaped one.

On purpose. We wanted to keep the Pathfinder Society pretty low-key or even absent from Kingmaker, since we want the focus to be on the PCs and their kingdom, not established organizations.
There's going to be PLENTY of Pathfinder Society love in Serpent's Skull, and there was plenty in Council of Thieves. They get to take a break during Kingmaker.

There's a secret lodge/safehouse in the "Guide to the River Kingdoms", though I can't recall the name of the particular location it's in. D'oh!
I know that there is a Pathfinder safehouse at least in Tymon and in Daggermark. Haven't gotten through the rest of the book yet, so who knows, there could even be more in the Kingdoms!

Actually, I think only one or two people kerfluffled, and they were very very wrong to do so. Still are.
(And the build point rules mentioned by James above are pretty much necessary, AFAIC.)
