I was wonder where (if its in the rules) a section about phobias or insanity rules would be? Or has PF followed the whole 3E rules of its a roleplay thing more then a rule mechanic? Reason I ask is because my group plays AD&D 1e quite a bit and those rules are written out in a bit of detail for players and DM. One of my players wanted to do something for our PF game, but I really couldnt find anything for it. Can someone help me out?

I'm not a big fan of those Kobold Quarterly rules.
You could try the optional (Open Game Content) Sanity rules from Unearthed Arcana:

Dr. Jacobs let slip that insanity is handled in the GameMastery Guide as an affliction, like a curse or a poison.
