I am about to run a pathfinder scenario for legal play out of my home. And i am wondering a couple of things.
First, My friend is going to be running a group three days later and i wanted to know if he could use the same scenario i buy and download. Or would he need to purchase his own pdf?
Second, What are some of the best scenarios in the opinion of the general populace?

For your first question I leave the definitive answer to Josh. I encourage you to support the Society by asking your fellow GMs to purchase scenarios rather than share them, even when they're your friends.
As to the second question, I will stick to Season One scenarios to keep things simple. I just ran PFS#39 The Citadel of Flame last night and it was a great scenario. It can be a challenge to run if you aren't an experienced GM due to juggling all the Faction missions, skill checks and combats at once. PFS#29 The Devil You Know, Part 1: Shipyard Rats is a simple scenario that a fresh GM can run without getting overwhelmed. In between those extremes you will find PFS#33 Assault on the Kingdom of the Impossible, PFS#35 Voice in the Void and PFS#37 The Beggar's Pearl to all be enjoyable and interesting.
There are some great Season Zero scenarios to choose from, but due to the complication of conversion I suggest you play out the available Season One stuff first.

1. I think that the license on the pdfs allows you to use them for personal use and that includes loaners. Kind of like letting a buddy borrow your dvd. Josh would know better than I, certainly. But I don't see anything in the license that prevents it.
2. If you looks through the scenarios most of them have been rated by members of the community on a five star system. You can even read through some of the reviews.

If you purchase and print a copy you're okay letting someone else use it. Digital distribution is a no-no.
I'd suggest #29, like Doug. I wrote it to help new GMs to PRPG guide their way through a scenario and after tomorrow it'll now have two sequels out. Read the #29 GM thread before you run it as there are some errata issues in there.
