Doesn't look like theres a light flail.
But that doesn't mean you and your DM couldn't design one. Just use the same stats for a regular flail, except make it a light weapon and drop the damage die to a d6. (I'm just assuming your a medium sized creature here.) Essentially it would be the same as a regular flail designed for a small creature, except in this case its for a medium sized creature and would avoid the -2 for using an inappropriately sized weapon. I see no reason why this shouldn't work.
If your DM is not willing to allow this, then you could just bite the bullet and get a small sized flail. You could wield it in one hand as a light weapon, but you'd take a -2 penalty to attacks made with it since its not appropriately sized for a medium creature to wield.
Or bite the bullet the other way and use a regular sized flail in the off hand. You'd avoid the -2 penalty for wielding an inappropriately sized weapon, but you'd take an additional -2 penalty when two weapon fighting with it. So your offhand attacks would be at the same penalty, but your primary hand attacks would take an additional -2 penalty.
Certainly a character could have a cat as a pet, subject to the DM saying no. I wouldn't think it would be very expensive, and possibly could have no cost at all (perhaps its a stray?). It certainly would have no interest in fighting along side you in combat--its just a cat after all. But it would be good at keeping the mice away from the food stores...

Ah ok, then yeah you won't be able to get a light flail sized for you.
Why exactly are you wanting the off-hand flail? Is it a conceptual design issue, or is there some mechanical aspect of the flail that you desire to use in the off hand? Could another light weapon not suffice, or even an exotic light weapon?

Well. It's all conceptual. Most two weapon fighters use slashing piercing weapons for there dual wield. I wanted to use a mace in my on hand and a flail in my off hand. But now Im considering useing a flail in my on hand and a short sword in my off hand.
And about the cat question. Where in the core book would I find a price for the fellow. I understand that as it's not a companion or a familiar it can't fight. I just want it for more detail about my half elf fighter. He loves kitty cats.

Well, off hand flail, from a strictly weapons-training standpoint, would be a nightmare to use properly. Balance and such. Flails aren't designed to be used as a light weapon (the whole point is to bash the opponent with momentum and weight) and the fact that you need some room and clearance to wield it effectively make it difficult to use off hand. (Try it some day with a weighted rope)
that being said, some GM may want to allow it.

I'd agree about the cat, it shouldn't cost much at all. Possibly not anything if you were to just find a stray cat, which should be fairly common in most settlements of any size.
As said, a light mace would work in your off hand. It would be the same damage and type as what a light flail would be, just its not a disarm or trip weapon.
I don't know what level you will be or how far along your campaign will run. That being said there are other options to explore as far as a two weapon fighter.
Since you are talking about using a flail in the primary hand, I'll assume you are going to be a strength based combatant, and have just enough dex to get the TWF feat(s).
A shield in the offhand can be an effective means of two weapon fighting, but it doesn't really pay off till several feats are taken. But it can mean a better AC.
You could also consider taking Exotic Weapon Proficiency (Dire Flail) if you have the feats available. This would give better off hand damage (1d8) plus the disarm and trip abilities as if wielding two one handed flails. And you could always forego the off hand attack whenever you felt like it and instead wield it in two hands as a two handed weapon for the extra Str/Power Attack damage. The other nice benefit is that if you took weapon specific feats (such as weapon focus, improved crit, etc..), those feats would apply to all your attacks and not just one hand or the other. That would look pretty dang cool too.

Thanks for the post about the unruly off hand flail. Now i was considering the dire flail after father suggested it. however the flavor of it is awesome i'm not exactly sold. my main reason is that if i did it. It's because of the power aspect. Namely because i'm saving a ton of feats, however in the end i feel i am selling myself short on my own experience because all i can envision is a stout half elf male swinging the flail in circles.
So i thought of this, Using a flail in my main hand since as gigglestick pointed out. it's borderline silly to use one in your off hand. And replace my off hand with a piercing weapon like a spear or short sword. So the flavor of the combatant comes as heavy barrage from the flail and quick stabs with the spier/sword?
