I did plenty of searching around the forums, and checked into the official errata but.. I'm still not sure what to make of this.

A local feat can only be selected for a nation in which the character grew up or for which he otherwise possesses local affinity. To gain local affinity, a character must live in a nation for at least a year and gain at least 2 ranks in Knowledge (local) while there.
NOBLE SCION
You are a member of a proud Chelaxian noble family.
Prerequisites: Cheliax affinity, member of Chelish noble
house......Special: You may only gain this feat at 1st level...
You can never have more ranks in a skill than your total number of Hit Dice.
I missed that first 'in which the character grew up' part which given that would make the Noble Scion feat somewhat confusing given the other rules quoted up there. Anyhow I figured it all out by myself I feel so smrt.

Noble Scion is more than just a Regional Feat. You could get other Regional Feats after living there for a while. But to be a house scion, you must be born to that house.
Though if a character married into one of those houses, a GM might be inclined to let a player waive the usual requirements (i.e. taking this at 1st level or even living there for that time - after all, once you've married into the house, you are considered part of it at once, not after a probation period or something).

My GM allowed me to get this Feat for my Ranger character (Archery-style) in RotRL.
Though the character does not have Cheliax Affinity, he IS descended from a noble Chelish House (Narikopolus in his case). It is just that his branch of the family relocated to Magnimar.
I guess it helped that I agreed to play this human character so that my GM could have us play another scenario (not part of the RotRL saga) which hinged on such a character.
