All my players beign acomplished min-maxers, and after a week without any playing, they all have their characters planned to the last feat.
What filled me with dread is that this time they are planning to use EVIL characters. I mean, the good or neutral ones they used for the last campaign were already quite a menace... this time, all southern Varisia is in danger!.
Let them be warned, that if they start to spread to much mayhem, an anvil will fall on their head.
The lineup is>
Kaze Hawkeye: Male Elf Fighter. A cold blooded assasin, specialist in archery and will dip into Transmuter before taking Arcane Archer. Will always surprise you with the ridiculous amount of damage he can deal for his level and the most game-breaking out-of-the-box strategies.
Uchia, Tenchi: Male half-elf Druid - The most dangerous one. This sociopath wont stop at nothing to get what he wants and is prone to hurt any innocent he comes accross just for spite. His character is also very evil. He loves sending his tiger into a fight and dreams of the time he'll be able to morph into a huge elemental and stack his stat with ability boosting magic
Ooro - Male Dwarf Monk: A drunken and smelly beardless dwarf, with an evil temper and no morals whatsoever.
Arwen: - Female Drow Bard: The most reasonable character, no one in korvosa has ever seen a drow, so, even if a little conspicuous she is not beign lynched by a mob on sight.

Well, I wouldn't worry about the damage they give, as I have a very over the top damage dealing party and I can still push them here and there with the amount I can give back.
The problem I see you having is that an evil party may not care to take all of the hooks. It's your game and I am sure you know your group well enough to judge if they can handle playing evil characters so I'll leave that up to you. Just a fair warning that CotCT does use the Good guys do good things theme here and there and if your party is more interested in piling on to the problems of Korvosa than helping solve them you may have a hard time with some of the set ups.
All that being said, if you can adjust and prepare for all of that by all means go for it. It isn't to hard to imagine the bad guys finding bigger bad guys and opposing them in secret until they can depose them and take over. You may have to reinvent some hooks, the

Working for Cressida probably will work as long as she offers enough cash here and there. (which she usually does)
The further in you go, eventually they will realize that working for the queen would benefit them but make sure they are already on her list before and they'll realize that they have to put an end to her if they want to be the biggest baddest thing in town.
I can't help think that some of the other AP's may be better for Evil characters than this one, but I still think it is doable. I just am happy the two parties I am running through are both good, albeit one is rather Chaotic and the other is Neutral leaning Lawful sap not withstanding.

I think it would be relatively easy to reverse engineer most of the story hooks. Most evil folks aren't gong to care unless there's "something to be gained" or "something needs to be done in order to save their own skins"

And what is each character's link to the city? Even evil aligned characters can and do love and have things that are important to them personally. In fact, they're more likely to jump in to protect things important to them quickly without thinking or caring about what their actions mean for society at large. So, make them each give you something or someone in the city they care about, and that lets you personalize the hooks in a WONDERFUL way for your players.
