Wizards of the Divination school have a school power called Forewarned. This allows the wizard to allways act in the surprise round even if you fail to make a perception roll to notice a foe, but you are still considered flat-footed until you take an action.
If this wizard was multiclassed and was also a 4th level Rogue, he would get the Uncanny Dodge ability allowing him to react to danger before his senses would normally allow. He cannot be caught flat-footed, even if the attacker is invisible. It then states that if a rogue already has uncanny dodge from a different class, she gains improved uncanny dodge instead.
I would like to know if this character would get improved uncanny dodge? If not, should they receive some improved effect for combining these abilities?

This doesn't grant improved uncanny dodge. You're combining uncanny dodge from the rogue with forewarned from the diviner, not uncanny dodge and uncanny dodge.
He is getting an improved effect of sorts. Uncanny dodge says he's not flat-footed, but that doesn't mean he can't be surprised as a rogue; it means he's still got some defense up but can't act in a surprise round. The diviner says he can act but his defenses aren't up until he acts. Combined, he can act in a surprise round but isn't flat-footed while waiting for his action. Useful when fighting rogues I imagine.
