The rules for repairing an item as described under the Craft skill differ from those described under the broken condition. Which is correct?

I have a question about cost:

Repair Items: You can repair an item by making checks against the same DC that it took to make the item in the first place. The cost of repairing an item is one-fifth of the item's price.

Broken condition

Non-magical items can be repaired...through the Craft skill used to create it. Generally speaking, this requires a DC 20 Craft check and 1 hour of work per point of damage to be repaired. Most craftsmen charge one-tenth the item's total cost to repair such damage (more if the item is badly damaged or ruined).

Is the cost one-fifth or one-tenth?

Reads to me as one-fifth if the PC is repairing his own stuff or the parties.

It's one-tenth if they are paying some NPC to do the task.


That might be what it reads, but it sounds backwards.

Why would someone charge less than it takes to repair it?

Yeah, I think I'll do the same unless an official source chimes in to say otherwise. Or someone else can clearly explain this backwardness.
