So, I have been toying with the idea of giving my players foster care of the NPC Children of Westcrown.
I have 5 players and would give them each 2 of the Children. (I would drop Mathalen, I don't care for that one.)
They would be responsible for playing them out, rolling for them (if needed) and general advancement of them. The story would follow their main characters, so unless there was a specific dramatic point for dice rolling for the Children of Westcrown, anything to do with them would be spoken out like normal.
This lets me worry less about trying to play out a dozen or so NPCs that could have a pretty strong impact on the PCs. They would have a more unique voice then me, me, me, me, etc.
The Children would also be nice back-up characters for the group in case one PC is out of commision (for whatever reason) or possibly dies.
I think it will be a fun RP challenge for all of us.
I'll let you know how it turns out.

Not a bad idea, as long as the division of NPCs is such that they'd work as back-up characters. I'm certain Paizo gave us the "potential" line for each for that reason as well as the concept of letting players know a friendly <class>. Need a druid? No problem... you know one already. Low-level, but available.
So far the NPCs haven't been terribly active in my campaign as the PCs have pulled their weight in a big way. Yakopulio has had the most "lines" and has somehow acquired a Billy Crystal accent which is a new one for me. (I try hard to use impressions to differentiate various NPCs.)
You could consider encouraging your players to pick up Leadership as soon as permitted and then you could "officially" remand the NPCs into their custody. That gives you a mechanical guideline to support what you're trying to do.
