k so i just got the book and am joining a game in a few days, making a lvl2 wizard i have a 18 int. so i get a couple of higher lvl spell slots. now since my caster lvl is 2 can i prepare and cast a second lvl spell if its in my spellbook even though the wizard chart says i only get lvl 0 and lvl 1 spells?

No. A 2nd level wizard cannot cast 2nd level spells. You will have to wait till 3rd level to gain the second level spell slots.
In essence bonus spell slots do not come to you till you have normal spell slots of that level.
PRD Getting Started: In addition to having a high ability score, a spellcaster must be of a high enough class level to be able to cast spells of a given spell level.
Unless the "Spells per Day" table says you're high enough level to prepare spells of that level, you can't prepare them. But once you're high enough, you can also prepare the bonus spells.

Wizards don't usually get to use their bonus spells early, but there are a few classes that do. I think Bard is one where they sometimes have 0 spells for a level and don't get the new spell level unless they have a bonus spell.

Have you specialized in a school of magic? For your Arcane Bond, did you choose a familiar or a bonded object?
Your spellbook should contain:
All 0-level wizard spells, except those from prohibited schools, if any.
Nine 1st level spells (3 + intelligence modifier[4] + 2 for gaining a level), one of which must be of your specialty school, if any.
As a 2nd level wizard you may prepare 4 cantrips from your spellbook and cast each as many times as you like.
You may also prepare three 1st level spells (2 + 1 bonus for 18 intelligence) from your spellbook and cast each one once.
Additionally, if you choose to specialize in one school of magic, you get to prepare another 1st level spell, which must be of that specialty school.
Also if you chose bonded object, once per day it can be used to cast any one spell that is in your spellbook, and you are capable of casting, even if the spell is not prepared. The bonded object cannot be used to cast spells from your opposition school, if any.
