When the PCs are sent to the Citadel they're also given a line of credit at the Three Rings Inn. They present it as though that's sort of the 'cop bar' for the Korvosan Guard. However, it's way the hell across town from the Citadel, and way too close to the Bank, City Hall, etc. I can't really see (A) the guard *wanting* to stagger home drunk all that way, or (B) the city itself wanting to watch off-duty guardsmen staggering down mainstreet.
Now, there are a couple of inns near the Citadel, but they don't really fit. One is a place mostly for sailors, and the other for ON-duty guards to swill coffee and recent jail releasees to get their swerve back on, as it were.
So my question is this: I've only got the first three issues of this AP atm. Is there anything that's going to be affected negatively by me moving a couple of inns around? I worry that I'm going to divert them away from the Three Rings, say, or move the place to a 'better' location, and then in Issue #10 I'll find out that the whole plot hinges on the PCs staying in an inn that's within yards of the City Hall and connected by a secret tunnel, or something along those lines.

No, it won't harm you if you move it.
My take was that the Three Rings was an inn that Kroft had good relations with, and that was why she chose it as a place for her special forces. While the party is working with the Guard, they're not card-carrying members recognized on sight because of uniform sorts. They're her ace in the hole, and that might be another reason she wanted them a touch further from the Citadel itself.

N7. Three Rings Tavern: This quiet tavern belongs to retired adventurer and former Pathfinder Theandra Darklight (originally Theandra Mulnsk). Theandra earned enough coin as an adventurer to buy a decrepit tavern in Five Corners and fix up. A lithe beauty in her adventurous youth and starving childhood, Theandra took to the settled life with great gusto, and today she appears somewhere closer to matronly. Despite her indulgences, Theandra remains a good-natured and friendly person, ready to help a friend in need and always hungering for a tale of high adventure and daring-do. A few years ago, Theandra lost a few fingers when a bar brawl turned ugly, which led her to hire the half-Shoanti barbarian Tauk Par as a bouncer.
Theandra likes to keep her bar low-keyed and quiet, serving as much coffee and tea as mead and wine. Tauk Par watches over the place like a hawk, eyeing regulars and newcomers alike with the same barely concealed dislike. In addition to its extensive variety of beverages—alcoholic and not—Three Rings also gathers a regular breakfast clientele with its Varisian sweetbreads and Gebbite cream-filled pastries.

It definitely helps, and many thanks! I do have the guide, but I guess I just needed a fresh pair of eyes on it. Another benefit to the long distance: all those 'random' occurrences have to happen between Somewhere and Somewhere Else:) Also, I'm running this with a party of three, plus one npc who's a cleric of Abadar. That puts her in the neighborhood as well, so this can work very well.
To some degree I've been tripping over small details like that, partially due to 'long-time-no-DM' Syndrome, partially due to getting the timeline of the first few weeks straightened out.
