My wife and I are traveling up to Washington in late October. Since we're going to be in the area anyway, I was wondering if Paizo or Wizards do tours of their facilities. If they do, I was wondering if it costs anything, if I need to make an appointment, if there are fast pass kiosks that I need to be aware of, etc.

I don't know that they do (at least not officially). I was able to attend the first magic the gathering world championships that were held at WotC and it was pretty darn cool... but I don't think they are in the same place.
They stopped having events there as things got larger both in the events and in their own operations.
