I am getting ready to start running Society scenarios for my regular gaming group. One of my players wants a "small" specialized magic item. He wants an Everburning Ring... which is essentially continual flame cast on a ring instead of a piece of wood. His point is that since Everburning Torch is on the equipment list, this ring isn't THAT much of a stretch. My first though is to say "no" to avoid any confusion for possible DMs in other games. Am I being too rough? Is there a rule I'm missing that would handle this?

Unless an "everburning ring" appears in one of the legal sources, it is not allowed. I can tell you with certainty that there are no "everburning rings" in any of the books listed in the Guide to Pathfinder Society Organized Play, so it is not legal. If he wants to buy an everburning torch, he can do so. Having a light source requires a free hand to hold it, so having it on a ring could be unbalancing. I suggest he ask a caster in the party to cast light (an at-will orison/cantrip) on his mundane ring instead.

OK.. so he couldn't buy it. But if it's OK for the party caster to place light on a ring every 10 minutes per level, why can't he pay to get Continual Flame cast on a ring? Certainly, the cost wouldn't be the 110gp for the torch. It would be Caster Level X Spell Level X 10 + material cost + material cost penalty (1/10 the cost of the material focus). This adds up to:
Caster Level = 5Spell Level = 3
MAterial Cost = 50 gp in ruby dust
Penalty = 5 gp
5 X 3 X 10 + 50 + 5 = 205 gp
This would be covered under Chapter 8: Purchasing Spellcasting Services in the Pathfinder Society Guide. The only thing I see that would hinder this, is the final sentence in the chapter:
Finally, as noted in Chapter 6, any spell cast during the
course of a scenario ends at the end of that scenario.
In that case, no permanent spells can be purchased what so ever. Is my interpretation correct?

You probably need Josh for an official answer, but I'd say buying a casting like that could work.
I would also say having a flame coming out of his hand (even a non-burning one) constantly would be rather distracting and attention drawing. You can't turn it off after all.
I was afraid of that... and my calculations are for a cleric.. not a wizard. Just to clarify, for a wizard (or sorcerer), it would be:
3 X 2 X 10 + 50 + 5 = 115This whole topic seems like such a quibbly thing, though. I'm just trying to get a firm answer on permanent spells.. I guess. The whole idea of Permanency being thrown out has me confused AND there was a similar topic back in Season 0 centered around a guy who wanted Continual Flame on his sword... so I was just looking for some clarity. :)

I would say no.
My previous post was a bit tongue in cheek but I do have to ask the question, why?
I can visualise the character wandering around with his hand on fire looking, frankly, stupid. Is it just trying to get around holding a torch in his hand?
If you do allow it then be prepared for other players asking for unique items.
And have tubes of anusol turn up in the treasure for his "problem".

Just say No and have done with it.
Sounded like someone just trying to get around something. I'm very wary of players like that. IMO that is the main reason there is/was 150 Prestige Classes, "I want to cast spells and wear armor but don't want to use a metamagic feat so I'll swop out to EK".| Joshua J. Frost |

This. And there are no item creation rules, so doubly this.
