Anyone got any good uses of the Harrow deck for CoT? It's a nice little product I would like to get more use out of.
I don't know about how to use it specifically in Council of Thieves, but I've found several uses for a Harrow Deck, not the least of which is character background concepts. A Harrow Deck can be a quick little random way to generate NPCs (just draw a card, you've got an alignment and a key stat right there).
If you have a Harrower NPC somewhere in the city, she could give harrowings to the characters before the first session. Harrow is a third level spell, so a 5th level caster should be able to handle it. Or someone with a wand of harrow. (I would make it a deck of harrowing, with 54 charges instead of 50 - one for each card.)

You've also got the Harrowed feat from the Campaign Setting.
Or one of the NPCs the characters mentor could use it to tell the future/con the gullible/play Towers.
You could use the rules for Towers or just have Towers be a popular gambling game. Given the setting I doubt a visit to a low rent gambling den is completely out of the question.
