What exactly is a language-dependent spell or effect?
Essentially it's any spell that depends on the target being able to understand what you're saying to them. In other words for instance, if you try to use Charm Person on an Orc, if he doesn't speak common, and you don't speak orcish, then he's not gonna be able to understand your commands/suggestions.
