I am creating a character for my 6 year old daughter and she wants to be an elf. I was going to let her elf be about 15 or 20 so I was going to make her character small. Would the base speed being reduced and the -1 on CMB and CMD be enough of a penalty to off set the +1 to attack and AC?

Not sure if it would apply but check out the Bestiary preview, there was a young template in it.

"Young Creature" Template:
Creatures with the young template are immature specimens of the base creature. You can also use this simple template to easily create a smaller variant of a monster. This template cannot be applied to creaturesthat increase in power through aging or feeding (such as dragons or barghests) or creatures that are Fine-sized.
Quick Rules: +2 to all Dex-based rolls, –2 to all other rolls, –2 hp/HD.
Seems pretty reasonable but a bit harsh for a playable character.
If it's for your 8 y/o why not just give her size small and leave it at that? Is she playing with other 8 y/o kids or adults? Game balance doesn't mean as much and for that matter rules don't mean much when you are dealing with kids. Make it fun.
