why do the tiefling, tengu and others not have a favored class?
I'd imagine each member of those races gets to pick their favored class, just as the core races do.

Ummm no. In the core book every race have two classes that they get to pick from as a favored class. For example, elves must pick between ranger or wizard at first level and can never change it. Humans and half elves get to pick any class. In the preveiw favored class is not mentioned.
Only in the beta...sorry...favored class is completelyu open in the Core Rulebook...I hold it in my lap as I type

Are you going off of the beta rules or the full rulebook?
In my copy of PFRPG the races have no favored classes.
Likewise, the Pathfinder SRD, lists no racial classes. Have a look:

EDIT: Ninja'd by the dragon.
