Any suggestions on how to run the next scenario should I use a 1-2 or a 3-4. Are there any 2-3's?
Take a look at the module that you are going to run and the party you are going to run through it.
The mere numbers of their levels isn't as significant as party composition, module variance in difficulty, etc.
If it seems like a toss up then let them decide, otherwise give your opinion.

You could implement a home-brew where the party splits up. Have the higher level PCs have something to do(like rescue a kid from a burning building), while the other PCs find a monster they can defeat that will put them at an equal level with the rest of the party.
This is not possible in the context of Pathfinder Society Organized Play.

If the average is 2.5, then you do the following:
Available Tiers are 1-2 or 4-5: Go with Tier 1-2
Available Tiers are 1-2, 3-4, etc.: Ask whether the party would like less challenge and loot (tier 1-2) or more challenge and loot (tier 3-4) then go with what they choose.

Some one in our group asked say for instance...if the average came out to 2.3 BUT the party wanted to play up to Tier 3-4. Is this allowed?
