Venster's purpose is mostly flavor, and part of the theme of the PCs getting help from ghosts tied to the Harrow deck. He's an important part of the backstory of the campaign, and thus a great way for the GM to fill in the PCs on parts of the story they missed.
Not every encounter in an adventure path needs to be a load-bearing encounter for the campaign's plot. Most of them are window dressing.
