BRIEF INTRODUCTION: I'm converting Runelords to PF RPG. I SHOWULD have asked this question during the Beta Test, but it really only just now came onto my radar. It just dawned on me that a lot of stat enchancement items are being generally narrowed down to Belts and Head items.
So when handing out treasure or allowing crafting, I am trying to be consistant with that... Except a few things have already slipped past me. Without screwing a player over, I've wanted to adjust a few items at no cost to the PCs, and then just be mindful henceforth.
QUESTION:
One Player has pointed out to me that there are headband items, head items, helm items, helmet items, and crown items.
I don't want to ask a stupid question, so lets just assume that helms, helmets, crowns, and head items are go in the head slot.
The headband versus the head item slot gives me pause however. So I am asking opinions, or if anybody knows a specific ruling.
I have a guy that allowed to join the game with a Hat of Disguise and a Headband of Intelligence. He's asking for an adjustment to a "Mask of Disguise", since I want to make things internally consistant..
What do y'all think about headband versus the head item slot? Same slot or a different slot...?
Also, if Editorial reads this.. I'm hoping that the edit of the final core rules takes a look at internal consistancy for magic item slots. Defining what are the slots and making sure the items are tagged consistantly.

In 3.5, it's the same slot.
Thanks Hogarth, you just answered that for me in one post.
Now I just have to decide if he really merits an adjustment, because he should have known that to start with...
The other players that I am adjusting are just finding new treasure or crafting brand new items.
Anyway, that's my problem to sort out.. THANK YOU!

Actually, the very next slot in the list of item slots is the Eyes slot, and masks typically are for that slot (lenses, masks, goggles) rather than the head slot.
So it isn't a failing of his that he asked for this, I believe. On the other hand, certain powers are meant for certain slots, and I don't really see the logic of using the eyes slot (typically used for perception-enhancing items) for either of the items you mentioned. A Cloak of Disguise might make more sense to me.
Another option is to let him put both items into a single hat. The Magic Item Compendium for 3.5 encouraged combining stat-boosting items with other items, without charging the +50% cost for multiple enchantments, because this makes it more likely that PCs will actually take something other than just the main stat-boosting items. Although I don't know if Pathfinder RPG is going to allow/encourage that specifically, or disallow it, or make no reference to it...

I invited his input (because that's my management style with meta-game issues) but I gently pointed out that the rule really hasn't changed from one system to another.. So when he got the hat and the headband, he really should have known better. And unfamiliarity with Pathfinder RPG really isn't an issue because this is consistant in both systems.
So my resolution is that he basically keep what he has, and wear one or the other at any given time. (Basically that I enforce the rules! HA!)
I offered this from Pathfinder's magic item web enhancement on magic items:
Adding New Abilities
"A creator can add new magical abilities to a magic item with no restrictions. The cost to do this is the same as if the item was not magical. Thus, a +1 longsword can be made into a +2 vorpal longsword, with the cost to create it being equal to that of a +2 vorpal sword minus the cost of a +1 longsword. If the item is one that occupies a specific place on a character’s body the cost of adding any additional ability to that item increases by 50%. For example, if a character adds the power to confer invisibility to her ring of protection +2, the cost of adding this ability is the same as for creating a ring of invisibility multiplied by 1.5."
So............ That addresses adding the resistance enhancement to the cloak of elvenkind. Perfectly legal but the cost is multiplied by 1.5, because a cloak is a specific slot item.

Considering that you can also use this slot to wear a mask that detaches and floats to people, killing them, I wouldn't rule against this change. It even makes more sense to me. People use colored lenses to disguise their eye color, after all.
