It means none of the named NPCs died. Make up names if you need them.

In my game, to drive home the savagery of the goblins and motivate the PCs, during the Swallowtail Festival the PCs actually saw the goblins kill a little boy. His name was Timmy. [sniff]

Given that the goblin attack is intended to serve as the adventure's way of introducing the PCs to Sandpoint and some of its inhabitants, it doesn't strike me as particularly worthwhile to list the names of people killed given that, as written, the PCs aren't intended to have significant interaction with anyone prior to the attack anyway.
As mentioned above, make up names if you want to. Their identities are largely unimportant to the adventure.
