Need some help in Osirion, please

I have noticed in some modules placed in Osirion the presence of Clelaxian Legionnaires. I need to know if Cheliax has any ongoing presence in Osirion or not. I am picturing it similar to Napoleonic French soldiers occupying Egypt. Is Osirion a vassal state to Cheliax? Or are these legionnaires troops that have infiltrated into Osirion?

In other words, who mans the forts and keeps that would be scattered around the country?

In the adventure I am writing I had planned on the town that acts as base for the PCs to be a small oasis. This oasis provides crops to the village and fort. But the fort is commanded not by humans, but DWARVES, who had mined the area and brought forth the underground river to the surface. They built the fort and control it. However, either Osirion or Chelaxian soldiers have built a smaller fort and there is frequent conflict between the two for control of the oasis. It could devolve into a three or four way conflict as well.

This oasis is just the setting for the adventure, but the conflict in the background is important to drive the adventure. I just need to get the proper actors into play.

I don't thave the PDF for the second module downloaded right now... but the Legionnaires in J1 are

Spoiler:
all enforcers following a minor noble who is the head of one of the major museums of Cheliax, and a treasure hunter

I sort of thought that too, but it just seemed rather cool to have Cheliax struggling to hold on to a vassal state with a token military presence.

There was no mention of Chelaxian legionnaires in the Osiroin book, but 32 pages leaves a LOT of room for other materials.

Are there any other books, modules, or adventures set in Osirion?

Osirion was, until recently a vassal state of the Kelesh Empire, but has since gained its independence. To the best of my knowledge, Cheliax has never had an official claim there.

Yeah, I remembered the Kelesh Empire had a hand in there. I am probably just mixing up Egypt and Osirion. lol

It just FEELS like Osirion should have been occupied by Taldor and Cheliax at sometime. Maybe that is my problem. I keep looking for those references and can't find them! lol

Cheliax can't even hold their water without a devil to supervise, how are they going to conquer a whole country?

And this comes from a supporter of a country whose good days have been over so long that not even dragons remember it.

How we're going to conquer a whole country? I guess some people will find out soon...

Allow me to speculate. Will it involve devils? Oh my, did I cut directly to the heart of your secret plan? How embarrassing for your people.

Yeah, that's a part. Another is infiltration.

I'll be a sport and give you a hint: Whatever country is going to be attacked (I won't divulge that except to say: Big surprise!) should second guess their advisors or who they think are their loved and trusted ones and not changelings replacing them.

Minor change of mannerisms and behaviour? Well, who wants to take chances?

Well, when a country declares independence, it often implies obtaining the support of other, sometimes unusual, countries at various degrees. Like Dutch support in the American revolution.

This type of support (possibly minor and diplomatic) from Cheliax (who would probably gain more from weakening the Kelesh in the area)to the Osirians might translate in permissions to operate for minor Chelish contingents in Osirion.

EDIT: Not that I think the Dutch have anything similar to the Chelish!;)

Yeah! For one, the Dutch were able to hold on to their colonies for longer than a couple of decades.

Actually if I remember right... not sure about durations... but when Taldor declined into mediocrity, didn't Aroden move his church to Cheliax? And wasn't Cheliax the major empire until Aroden's death?

There is so much already to remember it is easy to get things mixed up! So forgive me if I am.

See, for some reason I just keep thinking that during the height of Cheliax, that they should have had some claim on Osirion or parts of Osirion. Did they have claim or influence on any parts of Garund (sp)?
