Quick question
I went searching the great base of knowledge and advice in the archives section but I can’t seem to find the answer for sure so here goes - If a rapier has the Keen quality does the threat range of a critical with a magical rapier go from 18 – 20 to 16 -20 or 15 – 20 ? In Pathfinder beta it said ‘doubles the threat range’. What was the official ruling ?
Also I’m helping a friend ‘shop’ for his mid level ranger for a pbp, what’s the best armor/magic protection combo for 8,000 gp ?
(I was leaning on Mithril chain shirt +1 and amulet of natural armor +1 = 4,100gp, then spending the remainder on wands or scrolls.)

The threat range for a keen rapier would be 15-20/x2 - nice!
If you have 8,000 to spend I would buy the mithril shirt +1, the amulet of natural armor and for 2000gp more I would buy a ring of protection +1 as well. Then I would spend the remaining money on the scrolls or wand. If you did not want to buy both the amulet and the ring, I would go for the ring over the amulet because the ring gives you a deflection bonus which helps defend against touch attacks. The amulet's natural armor bonus will not help against them.

18-20 goes to 15-20. [compare to 20 (one number) going to 19-20 (two numbers), and 19-20 (two) going to 17-20 (four)]
Mithril chain +1 is pretty hard to beat, good choice there. 8th level ranger can cast Barkskin, so a ring of protection at the same price would generally be better - though if you're thinking potions shield of faith potions are cheap. From there you could nudge the shirt to +2, and snag 3 cat's grace potions (unless dex is already higher than +4, or has a belt of excellent dexterity).

I had always thought of the doubled crit range as 16-20, but I hadn't thought about it quite the way you described, and that does make sense. By the way, I'm the DM in the game the original poster is helping her friend shop for. They're 6th Level right now.
