So I want to introduce an elven Prestige class (you know Elf only) that is spy/assassin themed but is more bent on the spy section and is basically a nutral class. I can't think of any that fit this special case and I want it to be suited to Rogues for obvious reason. Any thoughts of a good Base to start with for ideas? or are there any that fit this already that I don't know of?

Vigilant Sentinel of Aerenal from Magic of Eberron is a good place to start. Sneak attack, nondetection, disguise, ability to read others with sense motive, and an escape spell-like ability.

The Agent class as found in the Northern Crown RPG (Atlas Games) is a very nice write-up.

If you're thinking of the type of spy who goes undercover (as opposed to quick-strike missions), I would recommend tweaking the Spymaster from the Complete Adventurer.
For half-elves there's Scar Enforcer (Races of Destiny).
