So I was going through the random encounter chart (in Hook Mountain) looking for some swamp beasts when I saw a Fire Drake mentioned. I turned to the referenced page only to find out I have to buy the module Conquest of Bloodsworn Vale to get the stats!? Really? Seems like a mean thing to suggest a cool creature and make the stats unavailable in the same publication.
So am I missing anything or does anyone have the stats?

It's certainly not intended to be mean; it's intended to create cross-product support and to enforce the verisimilitude of the setting. If we introduce a new monster in a product that would naturally appear in another (such as the flame drake), it looks a little strange to leave it out.
Usually when we use creatures not from the Monster Manual, we provide a full stat block for them in the text where they appear; the only exception to this is in wandering monster lists which often have such a huge number of creatures to choose from—if there's a monster on that list whose stats you don't have, it's easy enough to just go with the next monster on the list or re-roll. The players will never notice.

I know why you do it, and I know it isn't intended as mean. :)
I also know that the players won't notice. But I will since I thought that it would be a pretty cool encounter to run from the random encounter list. I may have to go with the crocodiles instead. Nothing instills fear like water for a heavily armored group.

Another option you have is to wing it and make a quick version on your own. For example, you can use a Wyvern, remove it's poison sting, and give it a fiery bite that does +1d6 fire damage, a fire breath weapon, and immunity to fire. This would let you add the flavor of a fire drake in that region, even if it's not exactly like the fire drake from the module.
