Queen Ileosa's Harmonic Spell feat isn't printed with a feat category. The phrasing of the feat makes me think it's a Metamagic Feat, which would mean that when casting Bard spells, they'll count as full-round, correct?
Also, are Harmonic spells restricted to Bardic spells? Or as long as you have bardic music, can they be applied to other classes' spells as well?

It's a general feat. It falls into the same weird category as Eschew Materials; it's a spell-related feat that's not metamagic.
Metamagic feats alter magic. Harmonic Spell does not; it technically alters the bardic music ability by attaching spells to its use. When using it to combine spells with bardic music effects, it does not adjust the spell's casting time.
Harmonic spells are not limited to bardic spells, though. As long as you have at least 2 bardic music uses (one to activate the bardic music effect and one to tie the effect to the spell), you can cast any spell in this manner; again, it's not the spell that's being modified, really, but your bardic music power.
