Korvosa Thief Camp?

Quick question: maybe I missed it in the Guide to Korvosa but the area labeled Thief Camp outside of Eastshore -is there a write up for this part? Is it a Cerulean Society run place or just riff-raff from the country?

From what I can tell, it's a combination of displaced Shoanti and Varisians that no longer feel the urge to travel. I put a strong Czarni presence there and pretty much combined Trail's End with Thief's Camp to make it seem more like a rough little community outside the city.
