Heh heh. There are so many Hellknight threads on here one *might* think folk are scrambling to see some official mechanics on them.
My suggestion? If you have Unearthed Arcana, super. Make your group of Hellknights a couple of Paladins from the PHB with a couple of Paladins of Tyranny from UA, and some LN Fighters for cleanup and there you go.

Divine Grace (Su): Agrig gains a +3 bonus on saving throws.
Special Mount (Sp): Once per day, as a full-round action, Agrig may magically call his mount from the celestial realms in which it resides. This ability is the equivalent of a level 1 spell. The mount immediately appears adjacent to the paladin and remains for 10 hours; it may be dismissed at any time as a free action.

I believe the random encounter tables in Guide to Korvosa appendix list Hellknights as level 4 fighters :). But if this is straight after the fishery (I assume this is for your pbp?), I figure level 2 fighters would be perfectly valid if you want something lower level, as they've probably ditched all the guys still in training out onto the streets to try and restore order...
